There are currently four main government support pathways most relevant to Canadian SME AI transformation: RAII, NRC IRAP / AI Assist, BDC LIFT, and AI Compute Access Fund. For most SMEs, the primary option is RAII (Regional Artificial Intelligence Initiative) — but it requires more than just purchasing tools. AI must be integrated as a core production system within a specific business process.

The first step is not writing the application — it is opening your regional RDA's RAII page to confirm intake status.
Determine which RDA serves your region (BC → PacifiCan, Prairies → PrairiesCan, Southern Ontario → FedDev, Quebec → CED, Atlantic → ACOA…) and confirm whether it is open, EOI, or full application — including minimum / maximum funding amounts and matching fund requirements.
Is the company incorporated? Do revenue / headcount / operating history meet the threshold? Is at least 50% non-government funding available? Does the project go beyond purchasing common tools? Can it be completed in 12–36 months? Can it report economic benefits?
Incorrect framing: 'We will attend AI courses to improve efficiency.' Correct framing: 'We are implementing an AI-enabled content operations and customer acquisition system that integrates research, content generation, GEO, CRM follow-up, and human compliance review into our marketing workflow.'
Company legal name, CRA business number, business model, project summary, expected economic benefits, estimated costs, past 2 years' financial statements, recent 6-month interim financials, matching funding evidence, business plan, responsible AI questionnaire.
Detailed project plan and budget (reasonable / incremental / directly related), cash flow by fiscal year, confirmed funding sources, 3–5 year projections, IP ownership, technology description, implementation steps, risk management, KPIs and reporting plan.
Applying does not mean approval. Many projects operate on a spend-first, reimburse-eligible-costs basis — ensure your cash flow is ready. Government funding stacking has limits (SR&ED / tax credits may affect the total). Once approved, report progress, costs, and KPIs on a regular schedule.
Score 10 or higher before proceeding to the application materials stage; score below 8 means restructure the project first.

Generally not. Officials consistently emphasize going beyond commonly available AI tools. You must integrate AI into business workflows and be able to explain your budget, KPIs, data security, human oversight, and economic benefits.
SMEs that are incorporated in Canada, actively operating, have employees and financial statements, have clearly identified process pain points, and have budget to support AI adoption / integration.
Most programs favour incorporated businesses with an operating track record. Sole proprietors can benefit from learning the methodology, but are typically not eligible to apply directly for programs like RAII.
PacifiCan's current page states it is not currently accepting applications, and AI adoption projects may only be considered on an exceptional basis. BC currently skews toward AI commercialization. Verify the PacifiCan website before submitting.
Not necessarily. Only training or consulting directly serving a defined AI implementation project — and permitted under the relevant program rules — may qualify as project costs. Fees for preparing a business plan alone typically do not qualify.
Many RAII business contributions are repayable, interest-free — not a non-repayable grant. The exact terms depend on the program and regional rules.
Yes. The AI transformation analysis, process design, KPI framework, and responsible AI methodology are applicable for internal project planning and client consulting — you would simply need to substitute local funding policies for the Canadian grant pathways.
